The school was founded in 1993 and was approved by the Ministry of Education in 2002 to be included in the national unified enrollment plan. It is a non-profit private undergraduate college and one of the only pilot universities in Shanghai to enter the national undergraduate level vocational education. In December 2019, it was upgraded to an undergraduate level with the approval of the Ministry of Education.
