MOE continues preferential enrolment policy for rural students in 2021

In line with strategies to consolidate poverty-alleviation outcomes introduced by the central government, the MOE is requiring higher education institutions develop targeted preferential enrolment plans for students from rural areas recently lifted out of poverty for this year.

The MOE urged HEIs to improve the specialized admissions plans through better organization, especially of covid-19 prevention efforts, and better outreach and advisory services for aspiring students.

The MOE underlined the importance of building institutionalized enrolment processes to prevent fraud, including qualification screening, and cross-referencing of student household and schooling registration information. It also demanded the introduction of strict monitoring, disclosure, reporting and verification systems to safeguard the rights of eligible rural students. Provincial-level enrolment offices were especially mandated to keep a close eye on how the national admissions policies and HEIs’ admissions regulations are implemented, and to prosecute individuals committing fraud or violating these preferential policies.
