The establishment of vocational and technical education in Kailuan dates back to the "Mining Coal Quality Test School" organized by Kaiping Mining Co., Ltd. in 1881, which has become one of the sources of vocational education in China. In 1896, the "Shanhaiguan Beiyang Railway Official School" was founded. In 1906, the school was changed to "Road and Mine School" and became one of the earliest institutions of higher education in my country. In 1910, Beiyang Luanzhou Official Mining Co., Ltd. founded the "Mining School". In 1921, the Kailuan Mining Administration was contemplated to establish, the "Kailuan Workers Training Institute" was formally established in 1937, and the Senior Nurse Vocational School was established in 1927. . It was renamed "Kailuan Mining Bureau Workers College" and became a college for employees of the national coal system. In 1986, the "Kailuan Mining Bureau Workers College" was placed under the Ministry of Coal. In July 2000, Kailuan Mining Bureau Workers College was rebuilt into Hebei Energy Vocational and Technical College with the approval of Hebei Provincial Government.
