Bayingoleng Vocational and Technical College is the only higher education institution in Bazhou established on February 26, 2002 with the approval of the People's Government of the Autonomous Region. Since the college moved to the new campus in February 2004, it has always focused on education and teaching and actively promoted various reforms. In 2003, the college signed a joint school agreement with Kyoto Minji Japanese Language School in Japan, Barry College in Denmark, Abbotsford College in Canada, and the Republic of Kalmykia in Russia. In 2004, it signed a joint school agreement with the Russian Federation Kalmykia, and the two sides established a long-term cooperative school-running relationship.
In 2005, the college initially reached cooperation intentions with Hebei University and Hebei Normal University through negotiations. In April 2006, the college and the Kyrgyz Republic signed a letter of intent for cooperation, and the two sides reached consensus on scientific research and teaching.
