Xinjiang Modern Vocational and Technical College

1. A historical precedent for the establishment of private colleges and universities in Xinjiang


In 1995, Xinjiang Modern Vocational and Technical College was founded by Wupu Yunus and several people of insight, taking advantage of the state’s "Private Education Promotion Law" to assess the situation and establish it with a fund of 100,000 yuan. Adult college entrance examination counseling, short-term training courses, etc. were mainly used. In 1997, the "Xinjiang Medical College" was approved to be established. Later, in cooperation with Xinjiang Medical College, the "Xinjiang Medical College Higher Vocational College" was established. On March 4, 2004, approved by the People’s Government of the Autonomous Region and reported to the Ministry of Education for the record, it was formally established as a private general higher vocational and technical college with the qualifications to independently issue national diplomas, Xinjiang Modern Vocational and Technical College, becoming the first private higher education institution in Xinjiang. Vocational colleges set a historical precedent for the establishment of private colleges and universities in Xinjiang.


   2. The current basic conditions of the college


   1. The initial results of the development of the college


   In 2006, with the support of the Urumqi Municipal Government's 2006 Document No. 6: Barren Mountain Greening Document Policy, Modern College obtained more than 3341 acres of educational construction land located in Toutunhe District Riding Mountain Barren Mountain Greening. After completing 70% of the barren mountain greening (2340 mu), 30% (1,100 mu) can be used for school building construction land. The first phase of the construction of the new campus was launched in 2006. After overcoming the difficulty of several shortages of construction funds, the Tou District Party Committee and the government twice guaranteed loans (one time 7 million, one time 6 million), and finally completed the first phase of the first phase in July 2008. Some ancillary projects including a teaching building, four dormitories and a canteen were successfully completed. Became the first private college with a self-built campus in the autonomous region. At present, our hospital has a building area of 95,000 square meters, a total investment of nearly 200 million yuan, and a total fixed asset value of nearly 800 million yuan. The book collection is more than 650,000 volumes (including 400,000 e-books). Since its inception in 1995, the college has cultivated a total of 26,000 medical and health professionals at different levels for the society. The employment rate has remained above 93%, and the employment rate of nursing and midwifery professions is above 95%. The graduates have spread all over the county hospitals and township hospitals all over Xinjiang, and some have grown into social elites or unit leaders.


  2, the construction of professional teaching has achieved remarkable results


  The college now has teaching departments such as the School of Nursing, the Department of Languages, the Department of Basic Medicine, the Department of Public Sports, the Laboratory Management Center, the Vocational Skills Training Center, and the Computer Center. As well as teaching and logistics service departments such as the Academic Affairs Office, the Student Office, the Human Resources Department, the Finance Office, the Logistics Management Office, and the Security Office.


There are 6 specialties including nursing, rehabilitation treatment technology, midwifery, pharmacy, medical laboratory technology, medical imaging technology, etc., covering the national unified recruitment of general higher vocational colleges, unified recruitment five-year system, unified recruitment of secondary schools, and unified recruitment. It recruits adult colleges and many other levels of schooling. There are currently 6000 students and 283 faculty members, of which 127 are full-time teachers, 56 are associate professors or above, accounting for 35.2%, 30 lecturers, 21 postgraduates, 26 teaching assistants, 26 trainee assistants, and full-time teachers The proportion has increased year by year and has now reached 40.9%.


The hospital has a total of nearly 30 million yuan in teaching and experimental equipment and equipment, and has 25 laboratories such as human morphology laboratories, human function laboratories, basic nursing laboratories, clinical nursing laboratories, and rehabilitation treatment skills; all The institute has more than 60 multimedia equipment classrooms and control rooms, language rooms, computing rooms and other teaching equipment. The college has established a long-term and stable cooperative relationship with practice teaching and practice bases with 156 hospitals above the county level in the autonomous region.


   In order to ensure the quality of education and teaching, cultivate qualified talents, and adhere to the direction of socialist education, the college has a sound administrative and teaching management organization, as well as party committees, youth league committees, and labor unions.


   Admissions and Employment Guidance Office recommends and guides employment, and provides convenient conditions for graduates to choose two-way and self-employment. The employment rate has remained above 93% since 2013.


  3. The development of the college embodies distinctive cultural characteristics


  (1) Medical specialty features


   The medical professional characteristics of the modern college are unique among the private education in the autonomous region. Features are the basis for the survival of vocational colleges. Modern colleges are a rare resource. Although we have experienced difficulties in the development process, we have always firmly grasped the medical features and will not give up. At most, we have opened 16 Professionals, after several market choices, we finally retained six majors including nursing so far. Facts have proved that our choice is correct. The attendance rate of students to journals and the graduate employment rate have been maintained at more than 90%. The college is widely welcomed by the society, and it is an indisputable fact that its influence is getting stronger and stronger.


   (2) Good national unity characteristics


  The proportion of ethnic minority students in Modern College is 75%-80%, and the faculty is basically the same. However, the atmosphere of ethnic unity has always been strong and consistent over the past 20 years of running the school. There hasn't been a single case of fighting between ethnic and Han students, which is really not easy. There have also been no conflicts between the people and the Han people, which is inseparable from the idea of uniting the people and the Han family that the chairman of the school, Wufu Yunus, has been actively advocating at the beginning of the school.


   (3) Full-time counselor and class teacher team building management characteristics


Since the establishment of the School, Modern College has always taken the construction of a full-time class teacher management team as an important task. One is to highlight the ideological and political construction of the class teacher team, and to emphasize that a strong ideological and political quality is the basic requirement of being a good class teacher; Adopt various methods such as inviting in, sending out, old and new, special lectures and other methods to actively train to improve the work ability and level of the class teacher; the third is a strict management system to urge the class teacher to do a good job of class management from time to time.


  (4) Rich academic atmosphere


The college has hung hundreds of cultural propaganda signs on each floor of the five-story corridor in the teaching building, and a dazzling array of cultural propaganda columns, propaganda walls, and slogans have been built on key parts of the main roads on both sides of the campus to build an intuitive cultural atmosphere; and also through the courtyard The Youth League Committee, the Student Union and other organizations will organize various cultural propaganda activities such as cultural evenings, ball games, speech competitions, and professional skills competitions to build the college culture. In the management of the dormitory, we continue to introduce model rooms and model rooms to build a good dormitory culture.

   One is to build a university with 15,000 people in the autonomous region; the second is a medical vocational skill-based and applied undergraduate higher vocational college; the third is a model higher vocational college in the autonomous region.
