Shanxi Youth Vocational College

Shanxi Youth Vocational College is an institution of higher learning established on the basis of Shanxi Provincial Youth League School and approved by the former State Education Commission and Shanxi Provincial People's Government. She has gone through several stages of establishment-development-suspension-restoration-establishment of the institute.


With the liberation of Taiyuan in 1949, the North China People's Government ordered the establishment of a new Shanxi Province, and at the same time the establishment of the Shanxi Provincial Party Committee of the Communist Party of China, and immediately established the Party School of the Shanxi Provincial Party Committee of the Communist Party of China, and set up training courses for young cadres in the Party school.


On February 22, 1950, the Shanxi Provincial Party Committee of the Communist Party of China decided to establish the Shanxi Provincial Party Committee Youth League School of the Communist Youth League based on the Youth Cadre Training Class of the Provincial Party School. The Shanxi Provincial Party Committee has allocated more than 100,000 m2 (original area) as a school site on the west side of the north section of Qingnian Road.


In 1951, the Central Committee of the Communist Youth League required all provinces to complete two years of preparation and five years of hard work to establish a provincial-level youth league school with primary party school (prefecture-level) standards by 1958. The Shanxi Provincial Party Committee of the Communist Youth League attached great importance to it and decided that the Secretary of the Provincial Party Committee of the Communist Youth League should concurrently serve as the principal, with 500 students in school and a 5:1 ratio of students to staff. Establish office, educational affairs section, organization section, administrative section and other administrative institutions, as well as philosophy teaching and research section, political economy teaching and research section, party history and party building teaching and research section, league business teaching and research section, and women's business teaching and research section. According to incomplete statistics, as of the "Cultural Revolution" in 1966, the Provincial Youth League School had opened 18 theoretical rotation courses for cadres (training for more than 4 months), training more than 5,000 cadres; short-term courses (to learn the central task of the party) , Guidelines, policies and group business) 22 sessions, training more than 6000 cadres, a total of more than 11,000 people.


Affected by the "Cultural Revolution", in August 1970, with the abolition of the Shanxi Provincial Committee of the Communist Youth League, the Shanxi Provincial Youth League School ceased to run schools for 10 years.


On July 2, 1978, the Shanxi Provincial Party Committee of the Communist Party of China issued the "Instructions on Strengthening the Party's Leadership of the Communist Youth League" and decided to restore the Communist Youth League Shanxi Provincial Committee Youth League School and restart the training of young cadres.


Beginning in 1983, the Youth League School and Shanxi University jointly organized the Youth League Cadre Politics Specialty Class (after 1988 and Shanxi Economic Cadre Institute), began the exploration of formal academic education, and the league school education has evolved from a single short-term rotation training in the past to an academic qualification. Education and short-term training are both ways to run a school.


On May 26, 1993, the Shanxi Provincial Government submitted an application to the State Education Commission to establish a "Shanxi Youth Management Cadre College" on the basis of the Provincial Youth League School. On October 24, 1993, the second meeting of the National Higher Education Evaluation Committee held in Changsha, Hunan Province was passed with a superior vote. The State Education Commission issued a notice with Jiao Ji Zi [1994] No. 88, and the Shanxi Provincial Government issued a letter from the Shanxi Provincial Government [ 1994] Document No. 86 was approved, and it was agreed that the Shanxi Youth Management Cadre College should be established as a general higher education institution. The Shanxi Provincial Youth League School will still be retained, and the leadership team will implement "one set of people, two brands". It is supervised and hosted by the Shanxi Provincial Committee of the Communist Youth League, and accepts the management, supervision and guidance of the Provincial Education Committee in the teaching business. The scale of the college’s development is set at 800 people, and four majors will be opened first: youth ideological education, youth ideological education, scientific socialism and administrative management. The staffing was increased from 73 to 133 after the approval of the provincial editorial board on August 11, 1995. On December 5, 1994, the college held a grand opening ceremony for the establishment of the college, marking that the training and education of young cadres in our province has entered a new stage of development.


After the establishment of the college, the college insisted on both academic education and non-academic education, and paid attention to the diversity of running schools. While running adult higher education well, since 1996, it has jointly organized 10 professional postgraduates for cadres in major universities in the country, including the Graduate School of the Chinese Academy of Social Sciences, Fudan University, East China Normal University, East China School of Political Science and Law, and Tianjin University of Finance and Economics. Course class.


In 1997, under the policy support of the Organization Department of the Provincial Party Committee, a basic-level league cadre education class was opened. After graduation, he entered the league organizations at all levels to engage in youth work, opening up a new vision of training and transporting Communist Youth League cadres.


In 2002, the college cooperated with Shijiazhuang Railway Institute to set up an undergraduate teaching class in law, which achieved a new breakthrough in education.


In addition to serving the overall situation of reform and opening up, the college cooperated with German, Japanese and other companies and colleges, adopted a board of directors management model, established Shanxi’s first Sino-foreign cooperation foreign language college, carried out foreign language exchange training, and initially formed a foundation based on league leaders and youth training. A diversified development model based on adult education and supplemented by continuing education. As of the end of 2001, the province has trained more than 50,000 full-time and part-time cadres of all levels and types of leagues; more than 3,000 adult college graduates; more than 6,000 various types of training to serve the society; and 856 graduate students.


In terms of academic education, in accordance with the overall spirit of the country’s vigorous development of higher vocational education, the college began to undertake higher vocational education in 2000, recruiting fresh high school graduates and counterpart secondary vocational graduates. There were 8 majors that year, and the number of students exceeded 1,000 for the first time. In 2001, it reached more than 1,500 and in 2002, it exceeded 2,000.


Since 2003, the college has been in accordance with the school-running philosophy of "quality for survival, characteristics for development", employment-oriented, service-oriented, and comprehensively deepened teaching in accordance with the needs of the province's economic construction, social development and higher vocational education Reform, adhere to the connotative development path in the school-running model, professional construction, teaching quality, scientific research level, student management and employment guidance, and promote the continuous improvement of the quality of education and teaching. At the same time, in accordance with the requirements of the mission-affiliated colleges and universities, the integration of various resources inside and outside the school, focusing on digging, inspiring, training, and enhancing student organization, mobilization, management, and leadership capabilities, launched a characteristic education system to promote the integration of characteristic courses and professional plans Integrate, carry out campus cultural practice activities and various competition display activities with the characteristics of the college and various departments, promote the improvement of students' comprehensive ability, and complete the three transitions from quantity expansion to quality improvement to characteristic school running. The college’s higher vocational students account for more than 90%, and they have become the main body of students.


On March 2, 2011, the provincial government officially approved the Shanxi Youth Management Cadre College to be transformed into Shanxi Youth Vocational College with Jinzheng Han [2011] No. 27 Document and Ministry of Education Jiao Fa Han [2011] No. 116, which is a public higher vocational college . At the same time, according to the overall urban transformation plan of Taiyuan City, the college will be relocated from the bank of Yingze Lake to the Taiyuan Economic and Technological Development Zone Education Park in order to meet the needs of more than 5,000 teachers and students for study and life and 1,000 youth skills training.


Since 2012, the college has followed the law of running higher vocational schools, combined with the attributes of the colleges and universities affiliated to the league, adhered to the equal emphasis on professional and non-professional qualities, promoted the employment of students, and served the quality education of young people.
