The China Criminal Police College is an undergraduate institution of higher learning directly under the Ministry of Public Security. Founded in May 1948, in 1981, with the approval of the State Council, it was expanded to the China Criminal Police Academy and became the first public security college in my country to carry out public security undergraduate education. In 1998, it was approved by the State Council as a master's degree granting unit. It has successively trained more than 180,000 leading cadres, business backbones and specialized technical personnel for the national political, legal and public security organs. The college adheres to the fundamental task of cultivating morality, educating people for the party, cultivating talents for the country, and cultivating the police. The college strives to build a brand of in-service civilian police training. It is a training base for technical reconnaissance cadres of the Ministry of Public Security, a training base for anti-drug police of the Ministry of Public Security, and a "training base for criminal investigation backbones of the military security department" determined by the Political Work Department of the Central Military Commission. It has established friendly cooperative relations with 40 colleges and universities and police agencies in 24 countries and regions including the United States, Britain, Germany, and Russia. The college is the "Foreign Police Training Contractor" and the "China-EU Police Training Project Contractor" determined by the Ministry of Public Security and the Ministry of Commerce. Up to now, more than 2,700 criminal investigators have been trained for more than 100 countries on six continents. Large-scale international academic conferences are held every year with different themes, which have had a positive and extensive impact. It has jointly launched a double bachelor's degree inter-university exchange program with the University of Oster, UK and Charles Sturt University in Australia, to cultivate international and interdisciplinary talents. In 2017, the college's educational qualifications for foreign students were officially approved, becoming the first public security college under the Ministry of Police to carry out the education of foreign students with a master's degree in police affairs.

The college adheres to people-oriented, service-first, and strives to build a beautiful and smart campus to provide teachers and students with a high-quality and comfortable working and learning environment. There are 3 campuses, covering an area of 775 acres (including 321 acres in the Tawan campus, 68 acres in the Baishan Road campus, and 386 acres in the Puhe campus). It is a garden-style unit in Liaoning Province. There are libraries, shooting ranges, strength training halls, reconnaissance training centers, simulation command centers and other venues, as well as various domestic first-class professional laboratories. At present, the first phase of the reconstruction and expansion project has started construction. A total of four single buildings will be constructed, with a net increase of 125,000 square meters of school buildings. The newly built Puhe campus covers an area of 258,000 square meters.
