Liaoning University of Petroleum and Chemical Technology is the first petroleum industry school in New China. It was founded in Dalian in 1950 and moved to Fushun in 1953. It was upgraded to Fushun Petroleum Institute in 1958. In February 2000, it was transferred from China Petrochemical Corporation to the People of Liaoning Province. Government leaders, in February 2002, approved by the Ministry of Education to change its name to Liaoning Petrochemical University. In March 2010, the People's Government of Liaoning Province signed a joint school agreement with PetroChina, Sinopec, and CNOOC.
68 years after the school was founded, the school has developed into a multidisciplinary university featuring petroleum and petrochemicals, with eight disciplines including engineering, science, economics, management, liberal arts, law, teaching, and art coordinated and developed. In 2007, the school accepted the evaluation of the undergraduate teaching level of the Ministry of Education and obtained excellent results. The school is a basic training base for high-level ethnic minority talents and a training base for minority undergraduate preparatory students designated by the Ministry of Education. It is a training base for undergraduate talents in Liaoning Province that is in short supply in petrochemical industry. At present, more than 110,000 graduates have been trained, most of whom have become the management and technical backbone of the national petroleum and petrochemical industry.

The school was selected as a first-class discipline (Class A) construction university in Liaoning Province.
