The predecessor of Shenyang Ligong University was the Northeast Military Region Military Industrial Special School, founded in 1948. The Shenyang Institute of Technology was established in 1960, and was renamed Shenyang Ligong University with the approval of the Ministry of Education in 2004. The school is a university jointly established by the People's Government of Liaoning Province, China North Industries Corporation and China North Industries Group Corporation, a university jointly established by the National Defense Science and Technology Industry Bureau and the People's Government of Liaoning Province, a pilot university for the National Excellent Engineer Education and Training Program, and a Chinese government scholarship to China Colleges and universities that recruit foreign students and colleges and universities approved by the Ministry of Education to recruit high-level football teams.
The school covers an area of 1.13 million square meters, with a school building area of 444,000 square meters. There is a local area network on the campus, with a library area of 40,000 square meters and a paper collection of 1,435,500 volumes. The school vigorously implements the strategy of "opening up and prospering the school", continuously exerts its advantages in cooperation with Russia, and strengthens exchanges and cooperation with countries along the "Belt and Road". It has established stable cooperative partnerships with many universities and research institutes in Russia, Belarus, Poland, the United Kingdom, the United States, France, Germany, Finland, Canada, Malaysia and other countries. The Sino-foreign cooperative education project in chemical engineering and technology with Silesian University of Technology in Poland was approved as an undergraduate cooperative education project by the Ministry of Education. It has carried out 4+0, 2+2, 3+1 and other Sino-foreign exchange programs with universities in the United Kingdom, Poland, France and other countries. In cooperation with famous Russian universities such as Tomsk University of Technology, Tomsk State University, St. Petersburg State University of Economics and other famous Russian universities, the Sino-Russian joint training 2+2 project has been developed, and a large number of "professional + Russian" compound international talents have been cultivated. In 2012, our school became the priority selection institution for the “Professional Talent Training Program in Russia” of the China Scholarship Council. More than 4,000 international students from more than 50 countries and regions have been trained. The school and 9 research institutes affiliated to the Russian and Belarusian National Academy of Sciences have built 4 cooperative laboratories with advanced equipment and technology. The Confucius Institute and the National Pushkin Russian Center were established in cooperation with the Tomsk State University of Russia.
