The Dalian Campus of the State Administration of Taxation Administration of Taxation (Party School of the State Administration of Taxation of the Communist Party of China) is located in the coastal city of Dalian. The former Liaoning Taxation College began enrolling in general higher education in 1987, and trained nearly 10,000 talents in finance, taxation and economics. In 2006, the school comprehensively carried out the education and training of tax cadres and became one of the three main training institutions in the national tax system. In 2011, the State Administration of Taxation named the school the "National Taxation System Integrity Education Base". In 2015, the school was identified as the "Dalian Training Base for Chinese Registered Tax Agents". In June 2020, as a branch campus, it was formally merged into the Tax Cadre College of the State Administration of Taxation (Party School of the State Administration of Taxation of the Communist Party of China).
The Dalian campus now has 16 functional agencies at the deputy department level, including 8 party and government management departments, which are the office, organization and personnel department (with retired personnel management section), discipline inspection and supervision room, finance department, and student service center (with Food and Beverage Section, Apartment Management Section, Vehicle Management Section), Logistics Section (with Administrative Section, Security Section, Equipment Management Section), Party Building Office, and Labor Union. There are 8 teaching and research departments, namely the Business Development Office, the Academic Affairs Office (with professional project planning teaching and research section, public project planning teaching and research section, and operation management teaching and research section), and the first teaching department (with economic theory teaching and research section, tax collection and management teaching and research section, and tax inspection teaching and research section , Accounting Teaching and Research Section), Second Teaching Department (under the Political Theory including Psychology Teaching and Research Section, Management Teaching and Research Section, Law Teaching and Research Section, Cultural Teaching and Research Section, Sports Skills and Development Teaching and Research Section, Integrity Teaching and Research Section), Third Teaching Department, Student Work Office, and Research Office (Under the editorial department), Information Technology Center (under the library).
Dalian campus currently has 77 full-time and part-time teachers (56 full-time teachers), most of whom have doctoral and master's degrees, including 8 professors with senior titles and 42 associate professors. The Dalian campus employs more than 160 part-time teachers, including leaders, experts and scholars, at all levels inside and outside the system throughout the year, forming a team of teachers with higher academic qualifications, comprehensive professionalism, rich experience, and a combination of professional and concurrent specialization. In recent years, we have cooperated with the Liaoning Provincial Taxation Bureau and the China Tax Association to set up a number of part-time teacher training courses, and the part-time teacher team has been continuously enriched and expanded. The Dalian campus actively guides and encourages full-time and part-time teachers to continuously improve their scientific research capabilities, improve their overall quality, effectively improve teaching quality, and play the role of think tanks. In recent years, the faculty and staff have published 53 monographs and textbooks, published more than 700 academic papers, and completed 122 scientific research projects at all levels, including the Education Center of the General Administration, the provincial bureau, and the school level.
Dalian campus mainly undertakes various types of training projects at different job levels, such as job training, initial training, specialized business training, and on-the-job training in the national tax system. Comprehensive division (subsection)-level job training, part-time teacher training (TTT), progressive training programs for leading talents and talent pools at all levels and various types of talents, business collection and management assessment, corporate income tax, land value-added tax, export tax rebates, Training programs such as tax risk management and control, industry-specific inspections, social insurance premiums and non-tax revenue collection management have become key training programs with distinctive features or elaborate demonstration programs created by the school. Vigorously strengthen the learning and training of tax officials Xi Jinping’s thoughts on socialism with Chinese characteristics in the new era and General Secretary Xi Jinping’s important expositions on taxation work, strengthen party building training, ideals and beliefs, and education and training on party style and clean government, closely focus on the work of taxation centers, and actively develop "tax reductions" Various taxation business and business integration training projects and training topics, such as fee reduction, value-added tax reform, personal income tax reform, and serving the "Belt and Road". In-depth study of the law of adult training, extensive use of seminars, case studies, double lectures, practical training, scenario simulation, student forums, large class seminars and other teaching methods to improve the effectiveness of training. At present, there are more than 130 standardized training projects in 10 categories, four levels, and so on, including taxation, accounting, law, administrative management, and party building discipline inspection.
The Dalian campus covers an area of 120,000 square meters and a construction area of 60,000 square meters. It has 2 teaching buildings, 5 student apartments and office buildings, a library, a multi-purpose hall, a student restaurant, a basketball court, a student activity room, a sports field, etc. The facility can accommodate more than 800 people to participate in training at the same time. There are 19 multimedia classrooms (including 2 recording and broadcasting classrooms), 3 computer classrooms, 7 seminar classrooms, 2 icebreaking expansion group classrooms, and 1 video course recording room. The library has a collection of more than 100,000 books and subscribes to more than 360 kinds of Chinese and foreign newspapers. It has a newspaper and periodical reading room, a book borrowing room and an electronic reading room, and 6 electronic databases have been opened. All the student apartments are connected to 100M optical fiber broadband network and wireless WIFI.
New journey, new mission. Under the strong leadership of the college’s party committee, the Dalian campus will conscientiously implement the decisions and deployments of the Party Committee of the General Administration of Mission, write a new chapter, and contribute the wisdom and strength of the Dalian campus to build the college into a "domestic first-class and internationally renowned" on-the-job training college.
