Panjin Vocational and Technical College is the first comprehensive public higher vocational college named "Vocational and Technical College" in Liaoning Province approved by the Ministry of Education in 1998. Its predecessor was the original Panjin Branch of Liaoning Provincial TV University, Panjin Normal School and Panjin Teachers College approved by the provincial government. The first dean was Wei Shusheng, a well-known national educator. In 2000, Panjin City Finance and Trade Workers Secondary Professional School and Panjin City Health School merged into Panjin Vocational and Technical College. In August 2013, the college moved to the new campus of Liaodong Bay, which embarked on a new voyage of rapid development.
Adhering to the spirit of the school motto of "Integrity of Virtue, Art and Weekly, Knowledge and Action", the school has developed into an area of 290,000 square meters, a building area of 149,000 square meters, and a collection of 500,000 books. A comprehensive higher vocational college with more than 8,900 full-time students and more than 2,200 adult education students.
The college now has eight colleges and 20 full-time higher vocational specialties, divided into three major professional clusters, namely petrochemicals, energy equipment manufacturing, and modern service industries, covering science, engineering, medicine, economics, and education. It is now a demonstration school for the reform and development of vocational education in Liaoning Province, with two high-level characteristic professional groups in Liaoning Province. There are more than 500 faculty members, including more than 340 full-time teachers, and more than 160 teachers with senior professional titles such as professors and associate professors. In the professional courses, the proportion of "dual-teacher" teachers accounted for 84.5% of professional teachers. There are 2 provincial-level excellent teaching teams. The school has always adhered to the school-running mechanism of "deep integration of production and education, school-enterprise collaborative innovation, and close inter-school integration", deepened the reform of the talent training model, fully introduced the international dual training model, and cooperated with the German International Education Institute (BSK) and the German International Cooperation Agency. (GIZ), the Shanghai Representative Office of the German Chamber of Commerce and Industry (AHK), and other cooperative organizations have carried out in-depth vocational education dual cultivation cooperation. Make the school a talent training base, social training base, and skill appraisal base with distinctive connotations and characteristics and based on international standards.
