Jilin Police College is a provincial full-time undergraduate public security college. Its predecessor was the Jilin Provincial Public Security Cadre School founded in 1949. It has gone through the development stages of Jilin Provincial Political and Law Cadre School, Jilin Provincial People’s Police School and Jilin Public Security College. In March 2010, it was upgraded to an undergraduate college approved by the Ministry of Education.
The college occupies a total area of 420,300 square meters and a building area of 168,500 square meters. The total value of teaching and research equipment is 65,687,100 yuan. The library has 776,300 paper books and 598,600 electronic books. There are 36 institutions in the college, including 12 teaching institutions, 8 teaching auxiliary institutions, 3 scientific research institutions, and 13 party and government management institutions.
The college currently has 13 undergraduate majors, with 7014 full-time students. There are 487 faculty members, including 345 teachers. There are 35 professors and 102 associate professors. There are 37 doctors and 235 masters. 1 expert enjoying the special allowance of the State Council, 2 top-notch innovative talents in Jilin Province, 5 young and middle-aged professional and technical talents with outstanding contributions in Jilin Province, 7 provincial and ministerial-level teaching teachers, and 2 think tank experts from the Ministry of Public Security.
The college has always adhered to the school purpose of serving Jilin public security work and public security team building, serving Jilin’s economic and social development, and firmly established the school-running philosophy of political school construction, law-based school management, quality school building, distinctive school development, and talent-strengthening school. The spirit of the school motto of "police, self-care, self-cultivation" is based on the fundamental task of fostering morality, cultivating loyal guards of the party and the people, and application-oriented talents required for economic and social construction. Adhere to the path of connotative development and characteristic development, continue to deepen the reform of education and teaching, and further improve the talent training model of "interaction between colleges and bureaus, combining police and learning" and the integrated teaching model of "teaching, learning, training, and warfare". The two first-level disciplines of Public Security Science and Public Security Technology of the College have been identified as key project construction disciplines with advantages and characteristics in the "Twelfth Five-Year Plan" of Jilin Province. There are 2 provincial university key laboratories, 1 provincial university engineering research center, 2 provincial university humanities and social science key research bases, 1 provincial university Jilin characteristic new think tank, and 1 provincial university project fostering innovation team. The theoretical system of "Balanced Law" was created, and the Jilin Province Balanced Law Research Association was established. It has established 1 key professional construction site of the Ministry of Public Security, 1 provincial university brand major, 4 provincial university characteristic majors, and 1 provincial undergraduate colleges and universities outstanding engineer education and training program pilot majors. Build 1 national off-campus practice education base for college students, 3 provincial off-campus practice education bases for college students, 3 provincial college experimental teaching demonstration centers, 2 provincial-level talent training model innovation experimental areas, and 11 provincial-level quality and excellent courses.
The college adheres to open education, and cooperates with Jilin University and Jilin University of Finance and Economics to train graduate students, advocates the establishment of the "Collaborative Innovation Development Alliance of Public Security Colleges in Jilin, Liaoning, Heilongjiang, Inner Mongolia, and Shenzhen", and conducts in-depth language development with South Korea's Suwon University. Research and training, double degree training and other projects. The Ministry of Public Security has established the National Anti-Computer Intrusion and Anti-Virus Research Center Information Security Training Base and the "June 13" business training base in the college, and the Provincial Public Security Department has established a provincial police station chief training school in the college.
The college was awarded the honorary titles of "May 1 Labor Award of Jilin Province Directly Subordinate Organizations", "Provincial Organizations Directly Striving for Priority to Enter the Grassroots Party Organization", "Jilin Province Spiritual Civilization Construction Advanced Unit" and other honorary titles.
