The College of Humanities and Information of Changchun University of Technology is an institution of higher learning that was approved by the former Jilin Provincial Education Commission in 1999 and jointly organized by Changchun University of Technology and the Jilin Provincial Working Committee for the Care of the Next Generation. In 2004, it was recognized by the Ministry of Education as an independent college organized by ordinary colleges and universities. In 2005, it passed the special evaluation of the running conditions and teaching status of independent colleges organized by the Ministry of Education. In 2008, it was approved as a bachelor's degree-granting unit by the Jilin Provincial Academic Degree Committee. Public-owned and privately-run school system
In December 2006, the three founders Chen Jian, Zhang Zhaohua, and Yin Changhe jointly issued a statement: "All assets of the School of Humanities and Information of Changchun University of Technology are owned by the college (including the investment at the time of establishment), not owned by the founder, and not owned by other units. It is owned by individuals and will never be changed in the future." The college became the only "public and private" institution of higher learning in Jilin Province. In March 2014, the college was designated by the Jilin Provincial Department of Education as a pilot unit for the reform of non-profit private colleges and universities.
