Changchun Institute of Technology is an ordinary undergraduate institution of higher learning approved by the Ministry of Education. It was founded by Mr. Zhang Dianda, the president of Jilin Donghua Education Group. The predecessor was the Jilin Province Landun Automobile Driving Repair Professional School established in 1986; in 2000, it cooperated with Jilin Agricultural University to establish the Jilin Agricultural University Development College; in 2004, it was approved by the Ministry of Education as an independent college; in 2013, it was approved by the Ministry of Education to be converted to ordinary Undergraduate University-Changchun Institute of Science and Technology.

The school attaches great importance to foreign cooperation in running schools and exchanges. At present, cooperation agreements have been officially signed with 41 universities in South Korea, Russia, the United States, Thailand, Singapore and other countries and Taiwan. Through the foreign exchange platform, students conduct more than ten forms of long-term and short-term exchanges or study for master's degree students. In the past three years, 8 teachers have visited the University of Virginia, California Baptist University, Konkuk University in South Korea, Melbourne Institute of Technology in Australia, and the University of Sydney for high-end visits or degree studies. The food science and engineering undergraduate program jointly organized by the school and California Baptist University has been approved by the Ministry of Education and currently has 129 students. The school has also carried out international scientific research cooperation on the development and utilization of sika deer products with universities such as Konkuk University in South Korea.
