Tongda College of Nanjing University of Posts and Telecommunications is a full-time private undergraduate independent college founded by Nanjing University of Posts and Telecommunications in 1999, approved by the Ministry of Education. The college implements the dean responsibility system under the leadership of the board of directors. Professor Yang Zhen, a member of the Standing Committee of the National People's Congress, the vice chairman of the Central Committee of the Agricultural and Industrial Democratic Party and the president of Nanjing University of Posts and Telecommunications, serves as the legal representative and chairman of the college, and Professor Zong Ping, a doctoral supervisor, serves as the dean.

In 2012, in accordance with the adjustment plan of the Jiangsu Provincial Party Committee and the Provincial Government on optimizing the structure and layout of higher education in the province, Nanjing University of Posts and Telecommunications, in cooperation with the People’s Government of Yangzhou City, won the Yangzhou, a famous historical and cultural city known as "Jia Chu", builds a new campus together. The college now has 551 full-time and part-time teachers, including 230 senior titles. Among the full-time teachers, those with doctoral and master's degrees account for 88% of the total. The college strengthens cooperation and exchanges with internationally renowned universities.
