The predecessor of Zhongyuan Institute of Science and Technology was Xinlian College of Henan Normal University, which was founded in 2003. It is a full-time non-profit undergraduate college approved by the Ministry of Education of the People's Republic of China with the right to grant bachelor's degrees.
