Harbin Railway Vocational and Technical College

The college was founded in 1959, formerly known as Harbin Railway Engineering School. Promoted to a higher vocational college in 2002, it is one of the 5 exemplary higher vocational colleges in Heilongjiang Province. It was jointly built by the People's Government of Heilongjiang Province and China Railway Engineering Corporation. In 2009, it entered the provincial-level civilized unit pacesetter, and in 2010 became the first batch of construction units of one hundred national backbone colleges and universities.


   The college has five secondary branches, including the School of Railway Architecture, the School of Urban Rail Transit, and the School of Computer, with 8,314 full-time students and 368 full-time teachers. In addition, 523 technicians and experts from the construction front line serve as visiting professors and part-time teachers.


  The college covers an area of 1,151,500 square meters, with a school building of 246,000 square meters, 660,000 paper books, 3933GB e-books, and 118,717,400 teaching equipment. It has three national-level training bases supported by the central government, including urban railroads, roads and bridges, and inspections.


   Recruit students in 31 provinces, municipalities and autonomous regions, 11 of which have admission scores 100 points higher than the local score. In 2012, the admission score in the province exceeded the score of 80 points. The annual average employment rate is over 98%.

  ● Innovate the school-enterprise cooperation system and mechanism


   Over the years, the college and China Railway Engineering Corporation have formed a cooperative school-running model of enterprise-to-school, school-benefit-enterprise, and school-enterprise one.   ● Reform the talent training model and curriculum system


   On the basis of school-enterprise cooperation and order training, the talent training model of school-enterprise cooperation, combination of work and study; 2+1; is implemented. All majors implement internship training. In accordance with the requirements of corporate positions, the introduction of industry technical standards, timely addition of urgently needed courses on site, and development of a course system based on the construction process of tunnels, bridges, lines, and subways. In accordance with the national quality resource sharing curriculum standards, 40 high-quality core courses have been built, and 64 school-based textbooks with independent intellectual property rights have been compiled by the school-enterprise cooperation.


  ● Implementation; dual configuration; teachers' temporary training


Cooperated with more than 20 companies including China Railway Third Bureau, Harbin Metro Group Company, Harbin Railway Bureau, Heilongjiang Changli Company, etc.; double preparation; teacher temporary training: deputy project manager, foreman, tester, and surveyor , Team leader and other technical positions Colleges and companies have a 1:1 equal allocation of full-time teachers. The on-site technicians and teachers perform their job duties together, which exercised the teachers and ensured the safety, quality, duration and efficiency of the project. The project department has formulated the "Administrative Measures for Teachers' Temporary Training", and the college has formulated regulations and documents such as "About Full-time Teachers; Dual Preparation; Temporary Training System", "Teachers; Dual Preparation; Temporary Training System Assessment Measures." Every time China Railway Group starts a tender section, teachers and students have the opportunity to participate in the whole process from survey, project retest, project construction, budgetary estimate to completion. The professional courses were changed from one person to the enterprise and the school. Periodically arrange on-site technicians to come to the school or on-site teaching for the construction season.


  ● Co-build a liquidity training base


High-speed railway technology, urban rail transit engineering technology, civil engineering testing technology, road and bridge engineering technology majors signed with China Railway Third Bureau, China Railway 22nd Bureau, Harbin Metro Group Company, Heilongjiang Changli Company and other enterprises; joint off-campus training base Construction agreement (site laboratory);. The laboratory provides unpaid services to the enterprise, and the enterprise undertakes the teaching tasks of students and the task of on-the-job training for teachers.


  ● Expand social service functions


  The college actively undertakes projects for enterprises. In the past three years, it has only undertaken 13 national key engineering projects for enterprises in the Northeast region, with a total capital of 2.084 billion yuan. Participated successively in China Railway Third Bureau Group Company; Comprehensive construction technology of long-term jointless track;; Research on grouting technology behind shield tunnel segments under conditions of large depth and high water pressure; and 51 scientific and technological research projects.


  The college develops new technology and new process services for enterprises. It has successively undertaken the tasks of Shi-Tai Passenger Dedicated Passenger Line, Shenyang Metro Laboratory Construction, Nanguang Railway Passenger Dedicated Line Construction and Surveying, Harbin-Dalian Passenger Dedicated Line Pile Survey and Ballastless Track Slab Fine Adjustment.


   For the head office, we have compiled training materials and test question banks for senior and intermediate technicians such as "Surveying Engineer" and "Bridge Worker". It has undertaken training and competition tasks for CAD competitions and surveying competitions of the head office for successive years.


   After 5 years of practice, companies are even more inseparable from the school's human support, equipment support and technical services.


  ● Implement secondary management


   In order to solve the two-layered problem of teaching and educating people, and to narrow the distance between teaching and educating people, in 2008, the college took the lead in implementing secondary management among 44 higher vocational colleges in the province, and deepened secondary management. Improved management efficiency, reduced management costs, and promoted the integration of teaching and educating people.


  ● The Ministry of Finance, the Provincial Department of Finance and China Railway Group invested a total of 156 million yuan to support the college's establishment of a national backbone higher vocational college.
