Heihe College is located in Heihe City, Heilongjiang Province, known as the Pearl of the Northern Borders of the motherland. It is the only general higher education institution in my country on the border of more than 4,300 kilometers between China and Russia. The school was founded in 1958 and has gone through the development stages of Heihe Teachers College and Qiqihar University Heihe Branch. In 2004, it was promoted to an undergraduate institution and in 2006 it was incorporated into a provincial institution. In 2015, it passed the qualification assessment of undergraduate teaching work by the Ministry of Education, and was approved to establish a new master's degree authorization project construction unit in 2017.
For 63 years, under the correct leadership of the Provincial Party Committee and the Provincial Government and the Provincial Department of Education, the school has always adhered to the socialist direction of running a school, closely focusing on the fundamental task of cultivating people, and adhering to the "bright morals, dedication, inspiration, and truth-seeking". The school motto of the school promotes the school spirit of "working hard, constantly striving for self-improvement, innovation and development, and educating people to conquer Xinjiang", actively exploring the path of characteristic development of frontier colleges and universities under the new situation, and achieving leapfrog development in various undertakings of the school. The school currently has 11,233 full-time students, which is equivalent to 11,443 students. It covers an area of 615,300 square meters, with a school building area of 251,700 square meters, a total fixed asset value of 489 million yuan, and a teaching and research equipment value of 156,496,300 yuan. There are 849 faculty members, 110 with senior titles and 166 with deputy senior titles. There are 28 doctors and 428 masters, including 590 full-time teachers. There are 14 secondary colleges and 40 undergraduate majors. There are 2 national-level specialty construction sites and 4 provincial-level first-class majors. There is a Russian Research Center registered with the National and Regional Research Center of the Ministry of Education. There are also research institutions such as Heilongjiang Province TRIZ Theory Research Institute, Far East Research Institute, Sino-Russian Comparative Education Research Institute, and Environmental Art Research Institute.
The school actively creates an "internationalized" school-running feature, and builds a new mode of training talents for Sino-foreign cooperative education by relying on its location advantages. Establish long-term and stable cooperative relations with nearly 30 well-known Russian universities such as the Moscow State Tchaikovsky Conservatory of Music, the Moscow State Surikov Academy of Fine Arts, the Russian University of Sports and Tourism, and extensively exchange students, exchange experts, and academics Educational cooperation and exchanges such as cooperation, cultural and sports exchanges, joint running of academic journals, and joint training of undergraduate and master students. A number of cooperative projects have become well-known brands, and the establishment of a national-level "Sino-Russian University Student Exchange Base", "Russian Center", "Heihe College-Russian Amur Artists Association Art Practice Teaching Base", is the first batch of confirmation by the Ministry of Education The "Sino-Russian Joint Training Undergraduate Program" unit, and the National Service Center for Overseas Study, jointly built China's first "study abroad training base in Russia", built the first Chinese-Russian university TRIZ research and promotion base, and cooperated with Russia Co-organized the first bilingual journal-"Far East Higher Education Journal", and jointly established the first "Confucius Institute" in Amur Oblast with Blagoveshchensk State Normal University. The "Hand in Hand Youth, Sharing Sunshine" International Youth Conference was selected as one of Russia's 100 best social practice activities and was awarded the "Sino-Russian Cultural Exchange Excellent Activity Award" by the State Duma of the Russian Federation. It has established a training base for young Chinese painters at the Surikov Academy of Fine Arts, and successfully held five Chinese young painter oil painting training courses. Signed a cooperation agreement with the Moscow State Tchaikovsky Conservatory, and has organized three training courses for Chinese music talents at the Moscow State Tchaikovsky Conservatory. The establishment of the "Heihe University Russian Far East Think Tank" has filled the gap in the construction of my country's Far East regional think tanks. Through the transformation of achievements and policy consultation, it serves the national "One Belt One Road" strategy and the "China-Mongolia-Russia Economic Corridor-Longjiang Luhai" in Heilongjiang Province.
