Heilongjiang Institute of Foreign Languages (hereinafter referred to as "Longwai") is a full-time general undergraduate university approved by the Ministry of Education. It is the only general undergraduate college of foreign languages in Heilongjiang Province. The school is located in the "Northern Ice City"-Harbin. It was founded in 1993, and was renamed Harbin Normal University Hengxing College in March 2003. It is an independent undergraduate college.
