Harbin Conservatory of Music is the only independent public art institution of higher learning in Heilongjiang Province. It is one of the eleven professional music conservatories independently established in the country and one of the first-class discipline-building universities in Heilongjiang Province. The college is located in the ice city of Harbin, the capital of Heilongjiang Province and known as the "Music City" by the United Nations.    The establishment of an independent music college in Harbin is the dream of the people of Harbin and even Heilongjiang for decades. In November 2013, the Heilongjiang Provincial Party Committee and the Provincial Government proposed the introduction of high-quality Russian music education resources and the establishment of the Harbin Conservatory of Music based on the overall consideration of implementing the national strategy toward Russia, promoting regional music history and cultural traditions, and optimizing the provincial higher education layout structure. The prelude to the establishment of the Harbin Conservatory of Music was kicked off. It accepted and passed the national education in September 2015.   The college has all disciplines and majors. According to the "Letter from the Ministry of Education on Approving the Establishment of Harbin Conservatory of Music" (Jiaofahan [2016] No. 40), Harbin Conservatory of Music is an undergraduate-level general university that focuses on undergraduate education and conducts postgraduate education in a timely manner.
