Harbin Conservatory of Music is the only independent public art institution of higher learning in Heilongjiang Province. The establishment of an independent music college in Harbin is the dream of the people of Harbin and even Heilongjiang for decades. In November 2013, the Heilongjiang Provincial Party Committee and the Provincial Government proposed the introduction of high-quality Russian music education resources and the establishment of the Harbin Conservatory of Music based on the overall consideration of implementing the national strategy toward Russia, promoting regional music history and cultural traditions, and optimizing the provincial higher education layout structure.
