The predecessor of Qiqihar Higher Normal College was founded in 1906 (the 32nd year of Guangxu in the Qing Dynasty) in the provincial capital (Qiqihar) Higher Primary School (formerly Han Yixue). In 1908 (the thirty-fourth year of Guangxu), a two-level normal school was established on this basis. In 1914 (the third year of the Republic of China), it was renamed "Heilongjiang Provincial First Normal School". It was one of the earliest secondary normal schools in the country. In 2003, it was approved by the Ministry of Education and was approved by the original Qiqihar Normal School and Kindergarten Normal School. , The academic qualification education part of the College of Education and some resources of Keshan Teachers College were merged to form Qiqihar Teachers College.

Currently, it has cooperated with the Russian Irkutsk State Linguistic University and the Russian Post-Baikal Chernyshevsky National Normal University. Universities, Naju University, South Korea, Gongju Imong University, South Korea’s Central University School and other foreign institutions have signed cooperative education agreements, introduced advanced syllabuses, textbooks and foreign teachers from Russian and Korean universities, and opened applied Russian , Applied Korean major.
