Hefei University is a local undergraduate college that was "born in reform, growing in opening up, and developing in innovation". Its predecessor was Hefei Union University founded in 1980. The founding principal Yang Chengzong is a doctoral student of Ilena Yolio-Curie, a famous scientist, educator, and the founder of Chinese radiochemistry. At the beginning of the establishment of the school, a school-running model of "appropriate fees, non-inclusive distribution, setting up majors according to social needs, and socialization of logistics" was proposed, which attracted widespread attention from the society. Mainstream media such as "People's Daily" and "Guangming Daily" reported that the school was hailed as the "Xiaogang Village" of China's higher education reform. In March 2002, with the approval of the Ministry of Education, the original Hefei Union University, Hefei Institute of Education, and Hefei Normal School merged to form Hefei College.

Since its establishment, the school has adhered to the "local, applied, and international" orientation of running a school, borrowed from the experience of German universities of applied sciences, and carried out system reforms and practices around the key elements of application-oriented talent training, and built an application-oriented system with distinctive characteristics. On the basis of long-term Sino-German cooperation, the school took the lead in proposing a "local, applied, and international" orientation in running a school in 2003, focusing on cultivating students' innovative and practical capabilities, and promoting eight changes in the orientation and professional structure of the school. The system builds an application-oriented talent training system. At present, "local and application-oriented" has been written into the undergraduate teaching qualification evaluation system of the Ministry of Education and has become a national standard.

Anhui Province and Hefei City will "support the construction of the Sino-German Education Cooperation Demonstration Base of Hefei College" in the provincial and municipal "13th Five-Year" development plan, Anhui "Five Development" action plan, and the provincial education "13th Five-Year" plan.
